The Civilian Review Board is comprised of five independent board members who are appointed by the Mayor pursuant to the Code of Alabama. The City of Birmingham Civilian Review Board’s purpose is to serve as a standing committee that will advise the Mayor on community concerns, suggestions, and grievances regarding the Birmingham Police Department as well as innovative techniques and solutions needed to increase transparency, accountability and trust between the community and local law enforcement. The Civilian Review Board (CRB) reviews and evaluates serious complaints brought by the public against the Birmingham Police Department (BPD). This would include allegations involving false arrest, false imprisonment harassment, inappropriate/abusive language, and excessive force.

The Civilian Review Board is independent of the Police Department. Neither the Board nor investigator will report to the Police Department. Internal Affairs is a unit within the Police Department that is responsible for conduction investigations within the Birmingham Police Department.
